"y Mayor Probst pointed out that reconstruction of Highway 96 will be underway and, hopefully, -I Ramsey County will recognize this proposed development in their construction plans. Mr. Ringwald estimated that the timing of the development will allow those issues to be addressed. Council member Aplikowski aS,ked if the developer has identified any tenants. Mr. Ringwald I explained Welsh will own and lease this office space to tenants. He added that staff has provided . them with the District standards and emphasized that aesthetics will be a focal point so they will need to provide transition towards the higher office standards. Mr. Ringwald stated he believes that they have been sensitized to the aesthetics issue. . Councilmember Keim commented on the need for access to Highway 96 and suggested Ramsey County be so informed. Mr. Ringwald agreed with the need to improve the access in the GBD. I Mr. Fritsinger advised this is one of the 13 items staff has identified which need to be addressed. Councilmember Malone inquired the status of the Vaughn site. Mr. Ringwald advised Mr. I Vaughn is researching the development of his own property and has retained professional consultants in that endeavor. MOTION: Malone moved and Aplikowski seconded a motion to direct staff to continue I negotiations with Welsh Companies on the concept proposal for the Gateway Business District. research future issues for sale of City property, vacation and .. relocation of Butcher Street, investigate and seek professional help with potential condemnation proceedings and negotiate a development agreement for Council review. Met Council Environmental Services Grant Application I Dwayne Stafford, Public Works Superintendent, noted his memo from several months ago which I identifies the need to televise the sanitary sewer system to identify potential inflow and infiltration problems. He reported there is now a new matching grant program from MCES to provide $10,000 grants to cities that submit information proving they need the grant money for I this work. Also, MCES will be providing loans of up to $40,000 to correct problem areas identified when the sanitary sewer system was televised. These loans may be forgiven with proof of permanent corrections and the City may seek these funds at a later date. I Mr. Stafford explained that due to the age of the sewer system and type of construction and pipe used, he believes some problem areas will be identified. He requested Council permission to I seek any and all grant monies available through this program. Councilmember Malone agreed there may be an infiltration problem in the Old Highway 10 area. I Mr. Stafford stated he is unsure but has reviewed plans with Mr. Stonehouse and Mr. Post to decide which areas would be the most likely to have infiltration problems and selected those .. areas to begin with. . ----.--
