"y <br />Mayor Probst pointed out that reconstruction of Highway 96 will be underway and, hopefully, -I <br />Ramsey County will recognize this proposed development in their construction plans. Mr. <br />Ringwald estimated that the timing of the development will allow those issues to be addressed. <br />Council member Aplikowski aS,ked if the developer has identified any tenants. Mr. Ringwald I <br />explained Welsh will own and lease this office space to tenants. He added that staff has provided . <br />them with the District standards and emphasized that aesthetics will be a focal point so they will <br />need to provide transition towards the higher office standards. Mr. Ringwald stated he believes <br />that they have been sensitized to the aesthetics issue. . <br />Councilmember Keim commented on the need for access to Highway 96 and suggested Ramsey <br />County be so informed. Mr. Ringwald agreed with the need to improve the access in the GBD. I <br />Mr. Fritsinger advised this is one of the 13 items staff has identified which need to be addressed. <br />Councilmember Malone inquired the status of the Vaughn site. Mr. Ringwald advised Mr. I <br />Vaughn is researching the development of his own property and has retained professional <br />consultants in that endeavor. <br />MOTION: Malone moved and Aplikowski seconded a motion to direct staff to continue I <br /> negotiations with Welsh Companies on the concept proposal for the Gateway <br /> Business District. research future issues for sale of City property, vacation and .. <br /> relocation of Butcher Street, investigate and seek professional help with potential <br /> condemnation proceedings and negotiate a development agreement for Council <br /> review. The motion carried unanimously (4-0), I <br />I. Met Council Environmental Services Grant Application I <br />Dwayne Stafford, Public Works Superintendent, noted his memo from several months ago which I <br />identifies the need to televise the sanitary sewer system to identify potential inflow and <br />infiltration problems. He reported there is now a new matching grant program from MCES to <br />provide $10,000 grants to cities that submit information proving they need the grant money for I <br />this work. Also, MCES will be providing loans of up to $40,000 to correct problem areas <br />identified when the sanitary sewer system was televised. These loans may be forgiven with <br />proof of permanent corrections and the City may seek these funds at a later date. I <br />Mr. Stafford explained that due to the age of the sewer system and type of construction and pipe <br />used, he believes some problem areas will be identified. He requested Council permission to I <br />seek any and all grant monies available through this program. <br />Councilmember Malone agreed there may be an infiltration problem in the Old Highway 10 area. I <br />Mr. Stafford stated he is unsure but has reviewed plans with Mr. Stonehouse and Mr. Post to <br />decide which areas would be the most likely to have infiltration problems and selected those .. <br />areas to begin with. <br /> . <br />----.-- <br />
