<br /> .. ~. <br />ARDEN HILLS CITY COUNCIL - JUNE 10 1996 ()~pr .- <br />PUBLIC COMMENTS I <br />Mayor Probst invited the audience to address the Council on any issue not already on the agenda. <br />There were no public comments. . <br />UNFINISHED AND NEW BUSINESS <br />A. Proclamation Congratulating Land 0' Lakes on their 75th Anniversarv I <br />Since the representative from Land 0' Lakes was not yet present, this item was delayed until later I <br />in the meeting. <br />B. Resolution #96-33. Authorizing the Transfer of Roadway Jurisdiction Between I <br /> Ramsey County and the City of Arden Hills <br />Mr. Stonehouse reviewed Resolution #96-33 which outlines the turnback agreement between . <br />Arden Hills and Ramsey County. He noted this agreement was reviewed by staff and the <br />Council during a worksession and describes improvement and maintenance jurisdiction. Mr. <br />Stonehouse reviewed the streets being transferred to the City are: 0.32 miles of North Hamline I <br />Avenue form Hamline Avenue to Ingerson Road; and, 0.40 miles ofIngerson Road from North <br />Hamline Avenue to Lexington Avenue. The streets being transferred to Ramsey County from <br />the City are: 1.04 miles of Ham line Avenue from County Road F to Ramsey County Highway II <br />96. Mr. Stonehouse advised that the City brought Hamline Avenue, from County Road F to <br />Highway 96 to "level 90" sealcoat in 1995 under last year's street project. The City has no . <br />responsibility to upgrade any roads under the proposed agreement. <br />Councilmember Malone inquired whether Ramsey County is satisfied with Hamline Avenue. I <br />Mr. Stonehouse answered affirmatively and advised Ramsey County adopted a similar resolution <br />last week. <br />MOTION: Malone moved and Keim seconded a motion to adopt Resolution No. 96-33, I <br /> Authorizing the Transfer of Roadway Jurisdiction Between Ramsey County and <br /> the City of Arden Hills. The motion carried unanimously (4-0). I <br />C. Resolution #96-37. Disestablishing and Establishinl! Municipal State Aid Streets <br />Mayor Probst asked if the proposed resolution results in removing streets currently on the I <br />Municipal State Aid (MSA) system. Mr. Stonehouse explained it will establish North Hamline <br />Avenue from Hamline Avenue to Ingerson Road; and, Ingerson Road from North Hamline . <br />A venue to Lexington A venue, as MSA streets. He reviewed the MSA allotment and noted the <br />jurisdiction transfer will result in a gain of 0.32 undesignated miles in addition to approximately <br />0.83 miles gained in turnback miles from Ramsey County. This amount, combined with I <br />approximately 0.64 miles of un designated MSA mileage from 1995, results in approximately <br />1.79 miles ofMSA roadway to be designated by the City in 1996. He recommended the Council -- <br />determine, later this year, where surplus mileage should be designated. <br /> . <br />
