CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> I <br /> DATE: July 10, 1996 <br /> I TO: Mayor and City Council <br /> Brian Fritsinger, City Administrato~ <br /> FROM: <br /> I <br /> SUBJECT: Assessment Appeal, Gene Schmidt, 1628 McCracken Lane <br /> I <br /> Request <br /> I The City Council received a request from Mr. Gene Schmidt, 1628 McCracken Lane, for <br /> reconsideration of his assessment. At the July 8, 1996 Council Meeting the City Council <br /> extended the appeal date and scheduled additional discussions on this request for the <br /> I July 15, 1996 Special Council Meeting. <br /> Background <br /> I Mr. Schmidt originally appealed his assessment of $2,232.39 prior to the June 10, 1996 City <br /> Council Meeting. The basis for this appeal was based on the owner's belief the street should <br /> .. have been overlaid in 1991 and the assessment was too high. The City Council denied the appeal <br /> to this assessment based on the determination that the property was properly assessed. <br /> I At the July 8, 1996 meeting, Mr. Schmidt asked for additional consideration on his appeal based <br /> on the issues identified above and the fact that the street adjacent to his property did not receive <br /> additional curb or edge drain work. All of the remaining properties on McCracken Lane received <br /> I either curb or drainage improvements adjacent to them. <br /> Appeal Deadline <br /> I The Council extended the appeal deadline to July 17, 1996. <br /> Corner Lot Assessment <br /> I The property received an assessment based on the formula used for comer lots. This formula has <br /> been applied consistently to all comer lots since the adoption of the current policy in 1990. The <br /> current policy does not break down the total amount of the assessments on a per street basis. <br /> I Each property owner is assessed a portion of the total project cost for all of the projects proposed <br /> during that year based on the amount of front footage a property may have. The rates established <br /> I are broken down based on the type of work being done adjacent to someone's home; i.e., <br /> overlay, cold in-place recycling, or reconstruction. <br /> I <br /> ~ <br /> I <br />
