Assessment Policy .. <br /> Staff presented a brief report summarizing a variety of issues which have been raised by I <br /> residents regarding the Assessment Policy. <br /> Councilmember Aplikowski questioned whether the percentage paid should change from the I <br /> current 50/50 split. <br /> Mayor Probst indicated the policy uses sound reason and is a fair policy and questioned why I <br /> we should change it or the process. The assessment approach is fair, and the policy works. <br /> He did agree that corner lots have been a problem. <br /> Councilmember Hicks stated the reconsideration of the per unit vs. front footage approach I <br /> may be appropriate. <br /> Councilmember Malone concurred with Mayor Probst that the policy works. A change to I <br /> unit assessments may be problematic but a mixed formula may work. The hearing dates <br /> were scheduled to allow for resident input and making decisions on the project proceeding I <br /> prior to work beginning. Interest rates are controlled by State Statute. <br /> Councilmember Keim discussed her observations with respect to corner lot valuations. She ell <br /> suggested that Council should consider a review of this portion of the Assessment Policy. <br /> Council directed Staffto revisit the corner lot method and evaluate the per unit vs. front I <br /> footage approach. Any recommended changes should simplify and not complicate the <br /> existing policy. I <br />c. Newsletter <br /> The Council reviewed the proposed newsletter prepared by the Newsletter Task Force. The I <br /> Council elected to use the name "Arden Hills Notes" and asked for some review and <br /> language clarification on the topics included. Staff was directed to be sure that the articles <br /> or notes make sense to residents who may not have an historical perspective. Council I <br /> authorized proceeding with publication in August. <br />Shoreview Joint Council Meetin!! I <br />a. Lexington Avenue RestriDing I <br /> Dan Solar, Ramsey County Engineer, made a presentation to the Arden Hills and Shoreview <br /> City Councils in regard to proposed striping changes to Lexington Avenue. This area of <br /> road south of Highway 96 was rebuilt in 1984 and was initally striped for four lanes. After I <br /> complaints, it was reduced to three lanes. <br /> .. <br /> I <br />
