<br />I' ., <br />~e CITY OF ARDEN HILLS <br /> MEMORANDUM <br />I DATE: August 22, 1996 <br />1 TO: Mayor and City Council <br /> . @ <br />I FROM: Brian Fritsinger, City Administrator , <br /> SUBJECT: Resolution #96-48, Livable Cities Grant <br />I Background <br /> In May of 1996, the City Council discussed and adopted a Resolution supporting the cooperative <br />1 participation in the I-35W Corridor Coalition. At that time, the Coalition was being formed in a <br /> somewhat informal fashion to discuss a variety of issues which related to economic development. <br />1 Since that time, City staff and mayors have been meeting in an effort to create a coalition with a <br /> very specific set of issues to be studied. In fact, the Mayors of these communities have requested <br />I staff analyze and prepare information related to a joint powers agreement between the <br /> participating communities. <br />Ie As indicated in the attached Resolution, the number of participating cities has expanded. The <br /> cities who are now part of the coalition include Arden Hills, Blaine, Minneapolis, Mounds View, <br /> New Brighton, Roseville and Shoreview. Each of these cities have adopted resolutions <br />1 supporting the participation in the Metropolitan Livable Communities Act (MLCA). <br /> 'What is the Demonstration Account? <br />I As a participant in the MLCA, the City has the ability to access a variety of funding programs to <br /> assist the City in its development efforts. One of these programs is called the Metropolitan <br /> Livable Communities Act Demonstration Account. The program is designed to provide <br />I incentives for, and test the market feasibility of livable, compact and efficient development. It is <br /> also designed to encourage innovative land use projects that integrate housing, transit, <br />1 employment, commercial and other land uses, such as community institutions. <br /> What program is the grant expected to fund? <br />1 At this time, the grant application is expected to include a funding request for a variety of items, <br /> including the following: <br /> .
