CITY OF ARDEN HILLS <br /> MEMORANDUM <br />I <br /> DATE: August 23, 1996 <br />I TO: Brian Fritsinger, City Administrator <br />I FROM: Terrance Post, City Accountant @ <br />I SUBJECT: Integration of 1997 PMP W orkplan with 1997 Proposed Budget <br /> Backl!:round <br />I The 1997 Proposed Budget presented to the Council at the August 19,1996 Worksession <br /> assumed a level of General Fund Pavement Management Program (PMP) funding at $185,000. <br /> This funding level assumption was developed using recent history levels ($150,000) and <br />I earmarking the proposed 1.95 percent net levy increase ($35,000) toward this program. The <br /> proposed expenditure level was not built up from aggregating costs of specific street <br /> improvements. <br />I At the same Worksession, City Engineer Stonehouse presented a five year PMP plan which <br />.. identified specific street improvements by year. <br /> Issue <br />I Can the proposed 1997 PMP work plan be funded by current budget levels? <br /> Discussion <br />I 1. The recommended sealcoat, overlay and non-MSA reconstruction streets would cause a <br /> $7,000 increase in General Fund Street Maintenance Department (PMP) expenditures to <br /> $192,000. It is expected that this increase can largely be offset by incrementally higher <br />I property tax collections (i.e assuming a 2.9 percent instead of a 3.0 percent delinquency <br /> rate). <br />I 2. The proposed reconstruction of Colleen Avenue at a project cost of $304,000 is feasible <br /> only ifthis street is added to the MSA system such that it qualifies for MSA Construction <br /> funding. It is expected that 40 percent of non-assessable costs ($121,600) would utilize <br />. State Aid rather than General Fund funding. Please note the attached 8/22/96 revision of <br /> the 1997 CIP Plan. <br />I 3. Although, not specifically related to 1997 PMP projects, the proposed $50,000 <br /> expenditure in the Surface Water Management Fund for the Grey Fox/Red Fox frontage <br />I road 509 project has been deleted from the 1997 CIP. It is not judged to be cost effective <br /> to do the storm water phase of the project independent of street improvements. The <br />I- recommendation is to defer this SWM work until the PMP portion is planned (currently <br /> the year 2000). <br />. <br />
