In all points not covered by this Section, the Council shall be <br /> I governed in its procedure by Robert's Rules of Order, Revised. <br /> I Subd. 4 Authority of Mayor Generally. The mayor shall preserve order and decorum and <br /> I shall decide questions of order subject to an appeal to the CounciL The mayor may make <br /> motions, second motions, or speak on any question; provided, however, that in order to do <br /> I so, upon demand of anyone Councilmember, he or she shall vacate the chair and designate <br /> .. a Councilmember to preside temporarily. The mayor shall be entitled to vote like other <br /> members of the CounciL <br /> I <br /> I Subd. 5 Voting Generally. When a question is put to the Council by the chair, every <br /> I member present shall vote unless for special reasons the Council shall excuse him or her; or <br /> a conflict of interest may exist, he or she shall not vote. In cases where the direction of the <br /> I vote is in doubt, the chair may direct, or any member may demand, that a division vote be <br /> I taken.
