<br />I <br /> It is proposed to reconstruct Colleen Avenue, Colleen Circle, and Norma Avenue using <br /> bituminous reclamation, salvaging most of the existing concrete curb and gutter. In this process, <br /> the existing bituminous pavement would be pulverized and mixed with the underlying aggregate <br /> base, This material would be salvaged and used in lieu of imported aggregate base, The street <br />I widths would remain 33 feet, and the existing surmountable curb would be left in place or <br /> repaired if necessary. James A venue would be reconstructed to the City of Arden Hills standard <br /> street width of 32 feet, as measured from curbface to curbface. The existing bituminous and <br />I surmountable curb would be replaced with B618 concrete curb and gutter. Where necessary, the <br /> streets would be subcut and select granular borrow and draintile would be installed, as required <br /> by subsurface soil conditions. The proposed improvements are shown in Exhibit 3 and the <br />I existing soil conditions are presented in the American Engineering Testing report enclosed as <br /> Appendix B. The storm sewer and other utilities would be upgraded as needed, based upon Public <br />I Works input and information obtained from the public meeting. <br /> Two potential sanitary sewer problems on Colleen A venue were identified in the 1996 <br />I Comprehensive Sewer Study, These are both located in the same general area of Colleen Avenue <br /> between James Avenue and Hamline Avenue. The sanitary sewer concerns stem from a high <br /> water table (which could be a source of infiltration and inflow) and plugging potential. Further <br />I analysis of these concerns will be coordinated between the engineer and the Public Works staff, <br /> as the City may desire to make repairs while the street is under construction. <br />It The costs associated with these streets are included in the Project Costs portion of this report. <br /> Zone 4 Street Improvements <br />I As previously indicated, two streets from Zone 4 have also been included in the 1997 Street <br />I Reconstruction and Maintenance Improvements. These are the Hamline A venue and Snelling <br /> A venue service roads located near the intersections of County Road E with Snelling and Hamline <br /> A venues. Both streets serve a small number of homes, and are the only access to their respective <br />I areas. They also present special problems in that they are not currently built to City standards, <br /> each has assessable front footage on only one side of the street, and the existing right-of-way <br /> widths limit substantial geometric improvements without additional right-of-way acquisition. The <br />I City and the State are currently considering a turnback of 33 feet of right-of-way at Hamline <br /> Avenue. The Snelling Avenue right-of-way is unresolved at this time. Additional right-of-way <br /> issues will be addressed at the public hearing.. <br />I Hamline Avenue <br />I The Hamline Avenue service road is a dead-end street running north from County Road E to the <br /> Soo Line Railroad tracks. It is 890 feet long by 23 feet wide and runs along the top of the TH <br />, 51 embankment providing access to seven homes on the west side of the highway. The service <br /> road is in very poor condition, having a 1995 PCI rating of only 47. Its surface contains extensive <br /> amounts of moderate severity longitudinal and transverse cracking and has already been patched <br />f' in numerous places. It currently has a shallow bituminous curb and drains toward the railroad <br /> easement to the north and toward County Road E to the south. The service road has within its <br /> right-of-way an 8-inch sanitary sewer and a watermain that varies from 6-inch DIP in the north <br />, FEAS-520.080 -7- 520-080-10 <br />
