<br />I <br /> As shown in the assessment calculation presented above, the City's share of the bituminous <br /> overlay portion of the 1997 Street Reconstruction and Maintenance Improvements is estimated at <br /> $51,500 based upon City assessment policy. The remaining $51,500 of overlay costs will be <br /> recovered through assessments of $5.20 per front foot against benefitting property owners. <br />I The final overlay assessment rate would be established by City Council resolution at a later date. <br />I Bituminous Reclamation Financing <br /> This portion of the 1997 Street Improvements Project includes Colleen A venue, Colleen Circle, <br />I and Norma Avenue. It will be funded with available city funds in addition to assessments to <br /> benefitted properties. All of the abutting properties are zoned as R-l, single family residential. <br /> The City's Assessment Manual outlines the method of determining the assessment to benefited <br />I properties abutting the improvements addressed previously. The street reconstruction portion of <br /> the Assessment Manual states that residential property is assessed at a rate equivalent to 50 % of <br />I the cost for the reconstruction of a typical residential street in Arden Hills. Based upon the <br /> estimated costs of reconstruction, the 50% assessment eligibility as outlined in the Assessment <br /> Manual, and approximately 4,700 assessable front feet of residential frontage, the assessment <br />I calculation is outlined below. <br /> Bituminous Reclamation Assessments <br />lit Bituminous Reclamation Assessments <br />I Estimated Street Reconstruction Cost $248,000 <br /> Estimated Assessment Amount (50% of Residential Street) $124,000 <br />I Total Front Footage to be Assessed (divided by) 4,700 FF <br /> Estimated Bituminous Reclamation Assessment Rate (Residential) $26,38 <br />I The actual final reclamation assessment rate will be established by City Council resolution at a <br /> later date. <br />I Water and sewer utilities have not yet been evaluated to determine repair or replacement needs. <br /> Any work completed in these areas would be funded from the City's Sewer and Water Utility <br />I funds. <br /> Residential Street Reconstruction Financing <br />I The reconstruction of James Avenue and the Hamline and Snelling Avenue service roads will also <br /> be funded through City contributions and assessments to the abutting property owners. Since all <br />I of these streets are located in residential areas, 50% of the total project cost would normally be <br /> assessed to the property owners in accordance with the City's assessment policy and as outlined <br />t' above. However, due to the shortage of assessable frontage on the Hamline and Snelling Avenue <br /> service roads, the city should contribute a larger share of the project cost to reduce the assessment <br /> rates to more closely match the typical assessment rates used in recent reconstruction projects, <br />I It is proposed to assess the City for up to 1,530 feet of the Schmidt Park and TH51 right-of-ways, <br /> FEAS-520.080 -11- 520-080-10 <br />
