' Mayor Probst expressed his concern with regard to leaf pick-up during street sweeping and <br /> suggested that, perhaps, the Council should add some "teeth" to the ordinance to provide an <br /> ability to convince residents they should not put these items (leaves and grass) in City streets. <br />, Mayor Probst stated his surprise about the Met Council Waste Water Division announcement <br /> that since the volume was not as high as expected, it would increase the rate. He commented this <br />r is an absurd billing procedure, to be able to increase billing rates at will if the volume is under <br /> anticipated levels, and should be changed. <br />I Mr. Post advised that the Met Council Environmental Services Division's ability to bring in SAC <br /> Revenue Funds attempt to provide a safety valve in pricing to fund operating budget shortfalls is <br />. limited by State Statute. <br /> Councilmember Malone advised it takes a State law to change the procedures of the Met Council <br />I Environmental Services.
