<br />I' <br />I <br />tI CITY OF ARDEN HILLS <br /> MEMORANDUM <br />I DATE: November 12, 1996 <br />I TO: Mayor and City Council . <br /> Kevin Ringwald, Community Development Director ~ <br /> FROM: <br />I <br /> SUBJECT: Resolution 96-63, Metropolitan Livable Communities Act <br />I Request <br /> The City Council is requested to consider the adoption of Resolution 96-63, electing to <br />I participate in the Local Housing Incentives Account Program (the Program) under the <br /> Metropolitan Livable Communities Act (the Act) for the calendar year of 1997 (Exhibit A). <br />I Discussion <br /> The City of Arden Hills elected to participate in the Act on an annual basis. The City's <br /> participation in the Act in calendar year 1996 resulted in a $300,000 grant (forgivable loan) to <br />.. Cardiac Pacemakers Incorporated to retain (540 jobs) and expand (90 jobs) employment at their <br /> corporate campus in Arden Hills. Also, the City received a $10,000 grant (matching) from the <br /> Metropolitan Council Environmental Services to analyze water infiltration problems in the City's <br />I sanitary sewer system. Lastly, the City, as part of the 1-35W Coalition, is attempting to obtain <br /> various grants for 1997 to assist in the collaborative efforts of the coalition. <br />I Ifthe City chooses to participate in the Act, then the City will also need to establish its <br /> affordability and life-cycle housing goals and action plan for implementing those goals for <br />I calendar year 1997. Previously, the Staff presented information on the Act and discussed the <br /> implications and strategies for the Act with the City Council in December of 1995. In short, <br /> these discussions concluded that the City is fully developed, excluding the Twin Cities Army <br />I Ammunition Plant (TCAAP) and the potential for the development of any meaningful number of <br /> new residential units in Arden Hills lies with the redevelopment of TCAAP. Therefore, the <br /> City's participation in the Program and the Act was directly linked to the residential component <br />I of the redevelopment of TCAAP. Given, that no significant movement has occurred on the Twin <br /> Cities Army Ammunition Plant, the Staff will not be recommending any modifications to the <br /> goals or the action plan for calendar 1997. <br />I Lastly, the City would be affected by the Affordable and Life-cycle Housing Opportunities <br /> Amount (ALHOA) in calendar year 1997 (Exhibit B). The ALHOA is a dollar amount which <br />I must be expended by the community to support or assist the development of affordable and life- <br /> cycle housing or maintain existing affordable and life-cycle housing. Essentially, the ALHOA is <br />.. determined by a formula on the increase or decrease in the market value of residential properties <br /> in a community. The ALHOA for the City of Arden Hills for calendar year 1997 is $723.00. <br />I <br />
