Growth Management and Annexation <br /> - <br /> 6 Issue: Unplanned and uncontrolled urban growth has a negative environmental, fiscal, and <br /> 7 governmental impact for cities, counties, and state governments because it increases the costs <br /> 8 of providing government services and results in the loss of natural resource areas and prime <br /> 9 agricultural land. <br /> 10 Response: The League believes that the existing framework for guiding growth and <br /> - <br /> 11 development primarily through local plans and controls adopted by local governments - <br /> -- <br /> 12 should form the basis of a statewide planning policy and that the state should not adopt a <br /> 13 comprehensive statewide planning process, Rather, the state should: <br /> 14 . provide additional financial and technical assistance to local governments for <br /> 15 cooperative planning and growth management issues, particularly where new <br /> 16 comprehensive plans have been mandated by the Legislature; <br /> - <br /> 17 . clearly establish the public purposes served by existing statewide controls such as - <br /> 18 shoreland zoning and wetlands conservation; clarify, simplify, and streamline these <br /> - <br /> 19 controls; eliminate duplication in their administration; and fully defend and hold <br /> 20 harmless any local government sued for a "taking" as a result of executing state land <br /> 21 use policies; <br /> -- <br /> 22 . give cities broader authority to extend their zoning, subdivision, and other land use - <br /> - <br /> 16 League of Minnesota Cities <br /> ,- <br /> :"'i <br /> I <br />
