City Role in Telecommunications I <br /> 2 Issue: Cities are facing increasingly complex challenges in responding to and planning -I <br /> 3 their own telecommunications futures. While cities are prepared to assert authority to manage <br /> 4 and obtain compensation for private use of public rights-of-way, they also are faced with I <br /> 5 actions at the state and federal level that are changing the way cities carry oU[ strategies for I <br /> 6 both community development and strengthening local and regional economies. Cities need <br /> I <br /> 7 support at the state level to assure that community residents benefit from the convergence of <br /> 8 electronic information technology, telecommunications, communications, video, and cable tv I <br /> 9 service delivery. I <br /> 10 Response: The legislature should support and encourage actions by local government <br /> II to plan for how to provide public services and assure the benefits of broadband I <br /> 12 telecommunications and wireless communications for their communities and residents by: .. <br /> 13 . recognizing the changing nature of the public-private partnership in which multiple <br /> I <br /> 14 providers may compete to deliver emerging telecommunications services and the <br /> 15 importance of upholding local authority to establish telecommunications policies and I <br /> 16 plans that are responsive to community needs; I <br /> 17 supporting preservation of city authority over matters directly affecting communities, <br /> . <br /> 18 including: construction standards, permitting, installation methods, construction I <br /> 19 scheduling and coordination, degradation of rights-of-ways, cost recovery, city use of I <br /> 20 telecommunications resources for local public, education, government access and I-Nets; <br /> 21 . aiding cities to develop community-based information services to make it possible for I <br /> 22 residents with limited income to benefit from access to local and wide-area broadband I <br /> 23 networks and information services, .. <br /> 20 League of Minnesctu Cities <br /> I <br /> " <br />
