Adequate Funding for Transportation <br /> I 5 Issue: Current funding for roads and for transit systems across all government levels in the <br /> I 6 state is not adequate, <br /> 7 Response: Minnesota should value, and adequately fund, all transportation systems in the <br /> I 8 state. The state needs to provide an objective basis to determine the complete. needs of the <br /> I 9 road and transit systems, their present condition, and their impact on the economic health of <br /> 10 the state. This should include acknowledgment that delaying current expenditures will <br /> "II increase costs in the future. The League of Minnesota Cities supports an increase in the gas <br /> I 12 tax and urges removing the existing restrictions on its use so that gas tax revenues can be used <br /> I 13 for all transportation projects and programs, not just road construction and maintenance. <br /> 14 The Legislature should institute additional revenue sources that can be dedicated to all <br /> I 15 transportation programs. Cities should receiYe revenues necessary to meet present and future <br /> I 16 transportation needs. If funding does not come from the state, cities should have funding <br /> 17 options available to them to raise the dollars necessary to adequately fund roads and transit. <br /> I 18 With the exception of funding for the state patrol, all nontransportation programs should <br /> I 19 be funded from a source other than the highway user distribution fund, The revenues of the <br /> 20 highway user distribution fund are collected from transportation users and should be <br /> I 21 dedicated to transportation-related services. <br /> f' <br /> I 1997 City Policies 23 <br /> , <br />
