The state needs to provide an objective basis to determine the complete. needs of the <br /> I 9 road and transit systems, their present condition, and their impact on the economic health of <br /> 10 the state. This should include acknowledgment that delaying current expenditures will <br /> "II increase costs in the future. The League of Minnesota Cities supports an increase in the gas <br /> I 12 tax and urges removing the existing restrictions on its use so that gas tax revenues can be used <br /> I 13 for all transportation projects and programs, not just road construction and maintenance. <br /> 14 The Legislature should institute additional revenue sources that can be dedicated to all <br /> I 15 transportation programs. Cities should receiYe revenues necessary to meet present and future <br /> I 16 transportation needs.
