The state should revise public employee pension laws to facilitate consolidation of local <br /> 7 pension plans and the transition to more attractive and fiscally-sound pension programs <br />I 8 such as defined contribution plans. <br />I 9 . The state should study initiatives to reform and make uniform pension plans for local <br /> 10 government employees. However, the League opposes increasing public employer <br />I 11 contribution levels or any proposal to have the public employer contribution level exceed <br />"12 the contribution level required from employees. <br />I 13 . The state should adjust the eligibility thresholds for public pensions to reflect inflation, <br /> 14 adopt a process for automatic future adjustments, and limit eligibility for defined benefit <br />I 15 plans to employees working an average of at least 20 hours per week. <br />I 16 . The League opposes special legislation related to pension benefit increases that are not <br /> 17 initiated by a previously adopted resolution of the city council of the affected city, even if <br />I 18 the legislation provides an option that requires subsequent local approval. <br />I 19 PELRA <br />I 20 .
