We submit this <br /> I letter to the City of Arden Hills Planning Commission as the formal written opposition of our <br /> client to the request of the Saint Paul Companies for permission to construct a fast food <br /> restaurant on the site located immediately to the North of Shannon Square. Our client opposes <br /> I this development because it believes that the construction of the restaurant will create significant <br /> traffic congestion on Lexington A venue during peak periods of operation, and further, because <br /> the construction of the restaurant itself is not permitted under the City of Arden Hills' zoning <br /> I ordinances, <br /> Shannon Square is a retail center consisting of more than 20,000 square feet. Its tenant mix <br /> I consists of retail and service businesses including restaurants. One of the largest tenants of the <br /> Center is Davanni's restaurant. During the peak hours of 11:30 a.m. to 1:30 p.m. lunch <br /> business often causes the Center's 153 space parking lot to be strained. At present, the traffic <br /> I in and out of the Center has been manageable because of the existence of the traffic lights at <br /> Grey Fox Road to the north, and at County Road E to the South. The existence of these two <br /> traffic lights provide sufficient breaks in the traffic flows on Lexington A venue to permit the <br /> I customers of the Center to enter and exit the Center without significant delays. If the land to <br /> the north of the Center is developed with a fast food restaurant, the traffic counts in the area will <br /> increase dramatically. The breaks in the traffic now afforded by the two traffic lights will be <br /> I lost. The existing customers of the Center, and its restaurants, will no longer be able to exit <br /> onto Lexington Avenue in a Northbound direction without incurring unacceptable delays. <br /> fI <br /> I <br />
