LJ( ki'liJ~d ,.-,;U\ <br /> I 1450 West Highway 96 <br /> Arden Hills, Minnesota 55112 <br /> I Dear Mayor and Members of the City Council: <br /> We represent Hayzin, LLC, the owner of the development located at 3672 Lexington Avenue <br /> I North, Arden Hills, Minnesota, and commonly referred to as Shannon Square. We submit this <br /> letter to the Arden Hills' City Council as the formal written opposition of our client, to the <br /> request of the Saint Paul Companies, for permission to construct a fast food restaurant on the <br /> - site located immediately to the North of Shannon Square. Our client believes that the <br /> construction of the proposed fast food restaurant will create significant traffic congestion on <br /> Lexington A venue during peak periods of operation. We also believe that the construction of <br /> I a fast food restaurant at this site is not permitted under the City of Arden Hills' zoning <br /> ordinances. This letter is supplemental to the letter previously submitted to the City of Arden <br /> Hills Planning Commisssion under the date of October 2, 1996. We respectfully refer the <br /> I Council to that letter, and ask that it too be considered in your deliberations of the applicant's <br /> request of a Planned Unit Development (PUD), Master Plan (St. Paul Properties), and Final Plan <br /> (Arby's/Sbarro). <br /> I As noted in our correspondence to the Planning Commission, and as discussed in the minutes <br /> I of the Planning Commission's meeting of October 2, 1996, we believe that the proposal before <br /> the Council will create significant traffic problems on Lexington Avenue. As noted in comments <br /> made at the Planning Commission meeting by representatives of nearby properties, the <br /> I consequences of the proposed development will be to generate a significant increase in the traffic <br /> levels in the area without any ameliorating traffic controls. <br /> I Although the developer has researched the flow of traffic in and out of its development, it has <br /> not considered the impact of the development on its neighbors' access to Lexington Avenue. The <br /> altered traffic patterns in the area created by the proposed project will negatively impact the <br /> I operation and continued viability of Shannon Square. During the peak hours of operation, <br /> Shannon Square is dependent upon the breaks in the flow of traffic on Lexington A venue created <br /> f' by the operation of the traffic signals located at the intersections to the north and south of <br /> I <br />
