<br /> I' <br /> I CITY OF ARDEN HILLS <br /> .- MEMORANDUM <br /> DATE: November 22, 1996 <br /> I TO: Brian Fritsinger, City Administrator ~ <br /> I FROM: Dwayne Stafford, Public Works Superintendent \. . <br /> SUBJECT: Soutb Watcr Towcr Inspection <br /> I Backl:round <br /> Prior to the arrival of the current Public Works Superintendent, the City of Arden Hills had <br /> I decided to begin a regular inspection and maintenance program for both ofthe Arden Hills Water <br /> Towers. In 1993 the City spent approximately $250,000 in refurbishing the 500,000 gallon <br /> North Tower. <br /> I Inspection <br /> I Discussing water tower issues with other City's Public Works Employees, it seems most Cities <br /> have their water towers inspected within 10 years of construction or 10 years of refurbishing. <br /> After the 10 year inspection they advance to a five year program. It appears the South Tower <br /> III was built in 1987 and the Public Works Department had this tank inspected this past summer. <br /> The inspection was contracted to Pittsburg Tank and Tower Co. of Henderson, KY. <br /> . Inspection Results <br /> A report on the results ofthis inspection has been provided to the City along with photographs of <br /> identified problem areas. Pittsburg Tank and Tower has also provided recommendations for <br /> I upgrading the tower to meet OSHA, A WW A, EP A, and NFP A requirements. <br /> The Public Works Superintendent discussed the report with Mr. Don Johnston of Pitts burg Tank <br /> I and Tower. Mr. Johnston stated the recommended safety updates are now required even though <br /> the water tower may have met all codes and requirements whcn it was constructed. The cost of <br /> I the safety updates is $28,40]. <br /> The remaining maintenance includes: pressure washing the entire dry portion of the water tower <br /> I with spot painting as needed, plus sand blasting and painting the interior of the tank itself. The <br /> cost of this work is $118,810. The total cost of the recommended upgrades and maintenance is <br /> $147,211.00. <br /> I Recommendation <br /> Due to the high cost, the Public Works Department asks that the City Council approve a request <br /> ~ to obtain an additional inspcction from the City Engineer. At that time, the City Engineer would <br /> provide their own rccommendations and specifications for the needed work. This would allow <br /> the City to advertise for bids. <br /> I <br />
