The College has added 273 parking spaces (in Roseville) for a total of 1046 spaces on <br /> campus, Approximately 60 percent of the College residential students have vehicles, <br /> I providing sufficient space for commuters, faculty and staff. <br /> I- . The improvements which have been made provide the sufficient number of spaces needed <br /> to operate on a daily basis. Sixty-five additional parking spaces will be added in conjunction <br /> with the completion of the Health and Physical Education Center. <br /> . Likewise, any housing/building requirements fueled by reaching the 1600 FTE would be satisfied <br /> by the student housing projects proposed in the 1991 PUD. Also, the existing educational services <br /> I facilities are capable of handling and designed to handle the increased student numbers, The point <br /> should be reiterated: this new FTE level will not require any modification of the development plan <br /> already filed with Arden Hills, and/or any anticipated growth should not mean more noise, <br /> I congestion, and loss of property values, Property values will be unaffected by this increase in the <br /> FTE level. <br /> I HOUSINGIBUILDINGS (located in Roseville) <br /> . The College plans to meet with the Roseville Planning Commission in January to outline <br /> I preliminary plans for a three-story residence addition which will accommodate an additional <br /> 120 students for residence living, <br /> I . Additional housing requirements are not beyond what has already been proposed and <br /> approved, <br /> .. . Completed facilities are capable of handling and designed to handle the increased student <br /> numbers, <br /> I One of the reasons for Northwestern College's success has been its campus-a rural feel within an <br /> urban milieu-which is conducive to academic pursuits. The College, therefore, does not desire to <br /> I tamper with that fragile construct and has no intention of doing so, Its desire is not to abuse or <br /> deplete the resources of Arden Hills or to upset the tranquility of the community but, rather, to be <br /> an enhancement. Northwestern College's association with Arden Hills over the past twenty-six years <br /> I has borne out this resolve. <br /> SUlHMARY <br /> I The request for an adjustment in the FTE is for a ten-year period through 2006, While <br /> Northwestern College has enjoyed a period of growth, being able to obtain these numbers is <br /> I optimistic, as the majority of institutions like Northwestern are facing stable to declining <br /> enrollments. If that level is reached, Northwestern College wants to assure the City of Arden Hills <br /> I that the College's reputation as a "good neighbor" will not be jeopardized. <br /> This requested amendment will not require any modifications to what Northwestern has previously <br /> I proposed and will not have a negative impact on the City of Arden Hills, <br /> The impact of this adjustment should have no significant ramifications for Arden Hills in traffic or <br /> .. <br /> City services as a signifIcant number of these students will be commuters and minimally impact the <br /> community. Any traffic and parking enhancements relate to the portion of the Campus that is within <br /> the City of Roseville. <br /> I <br />
