<br /> I' <br /> I CITY OF ARDEN HILLS <br /> ,_ <br /> MEMORANDUM <br /> I DATE: December 16, 1996 <br /> TO: Mayor and City Council <br /> I FROM: Kevin Ringwald, Community Development Director ~ <br /> I SUBJECT: 1997 Animal Control Contract <br /> I Request <br /> The City Council is requested to authorize the Mayor and the City Administrator to execute the <br /> 1997 animal control contract with Animal Control Services, Incorporated (Exhibit A). <br /> , Backl!round <br /> The City Council reviewed the 1997 animal control contract at the December 9,1996 meeting. <br /> I The City Council directed staff to provide additional information on that part of Paragraph 8 <br /> which states: "... impounded animals... unclaimed after six (6) days... shall become the property <br /> of"ACSI" ...". First, the City Council requested clarification on whether "six (6) days" needed <br /> .. to be modified to "ten (10) days" to be consistent with State law. Secondly, the City Council <br /> requested clarification on how the unclaimed animals were being disposed of. <br /> I Six (6) Davs <br /> ACSI informed the Staff that the language in the animal control contract (ie., six (6) days) is <br /> , correct. The ten day requirement applies only to animals suffering from cruelty and/or inhumane <br /> conditions. The state law would supersede the contract for animals which fall under this <br /> heading. ACSI also informed Staff that for animals "running at large" the state law requires the <br /> , animal be kept for five (5) days. The contract provides for six (6) days to allow the unclaimed <br /> animal to be euthanized. <br /> I Animal DisDosal <br /> The City requires dogs and cats to be licensed. The licensing of pets allows has many public <br /> benefits one of them is that if the pet is found by the City and it is licensed, then the City may <br /> I return the pet to its rightful owner. ACSI has informed Staff that they do not sell animals for <br /> research purposes. ACSI does attempt to place unclaimed animals with "second chance <br /> charitable organizations". Lastly, ACSI informed Staff that of the animals that are picked up by <br /> I them in a year 85 percent are returned to their rightful owners, 10 percent are provided to <br /> "second chance charitable organizations", and five percent are euthanized. <br /> I Recommendation <br /> Authorize the Mayor and City Administrator to execute the attached animal control contract with <br /> ~ ACSI for 1997. <br /> I <br />
