Such permit may be <br /> modified from time to time or revoked by the City Health Officer <br /> and/or .Animal Control Officer for failure to conform to such <br /> restrictions, limitations or prohibitions. Such modification or <br /> revocation shall be effective from and after ten (10) days <br /> followinq the mailing of written notice thereof by certified mail <br /> to the person or persons keepina or maintaining such animals. <br /> (e) Outside kennels. An outside kennel must be constructed <br /> of open-faced, Qalvanized fabric of suitable size to maintain and <br /> secure the keepinq of. particular breeds of dogs and to allow for <br /> sufficient space for particular breeds of doqs to exercise fre2ly. <br /> Surface must be constructed of material of either concrete or <br /> qravel of sufficient depth to provide for proper cleaninq <br /> drainaQe, maintenance and needs of all particular breeds of doas. <br /> (f) Refusal to arant or renew a permit. City Health Officer <br /> and/or Animal Control Officer mav refuse a permit to keeip or <br /> maintain animals hereunder for failure to complv with the <br /> provisions of this chapter, if the facilities for the keepinq of <br /> the animals are or become inadequate for their purpose if the <br /> conditions of the permit are not met if a nuisance condition is <br /> created, or if the public health and safety would be unreasonable <br /> endanqered by the arantinq of such permit Refusal to qrant or <br /> renew a small kennel license by the CitY Health Officer and/or <br /> Animal Control Officer may be appealed to the City Council. <br /> SECTION 5-69. APPLICATION AND RENEWAL FEES. The initial <br /> application fee for a small kennel license under this decision <br /> shall be imposed, set, established and fixed by the City Council, <br /> _ by resolution, from time to time and the annual renewal fee for <br /> any license issued under this division shall ne imposed set <br /> established and fixed by the City Council by resolution from time <br /> to time. <br /> SECTION 5-70.
