PLANS & <br />SPECS; HAZELNUT <br />BIKE PATH <br /> <br />Council was presented with the plans and specifications <br />for the Hazelnut Bike Path from Engineer Peters. <br /> <br />Peters explained the project and methods utilized for prohibiting vehicular <br />traffic on the bike path. He estimated the cost of the project to be $20,825.00. <br /> <br />Hansen moved, seconded by Malone, that Council approve <br />the Plans and Specifications for the Hazelnut Bike Path as submitted. Motion <br />carried unanimously. (5-0) <br /> <br />RES. #89-32; AWARD <br />BID; HAZELNUT BIKE <br />PATH <br /> <br />Council was referred to a report from Engineer Peters <br />dated 5-30-89, relative to bids for the Hazelnut Bike <br />Path. <br /> <br />Peters stated five bids were received and Ace Blacktop was the low bidder at <br />$19,506.00; he had estimated the cost at $20,825.00. The Engineer stated he had <br />contacted the references submitted by Ace Blacktop and believes the company has <br />the experience and financial ability to complete the project. He noted the <br />completion date is expected to be completed by July 31, 1989; Peters recommended <br />the project be awarded to Ace Blacktop, Inc. of Inver Grove Heights in the amount <br />of $19,506.00. <br /> <br />Hansen moved, seconded by Malone, that Council approve <br />Resolution No. 89-32, Accepting Bids and Awarding Contract for Paving Hazelnut <br />Park Bike Path in the amount of $19,506.00. Motion carried unanimously. (5-0) <br /> <br />PUBLIC HEARING <br />OAK AVE. STORM SWR. <br /> <br />Mayor Sather opened the Public Hearing for the Oak Avenue <br />Storm Sewer Utility project at 7:40 p.m. and requested <br />verify the publication and mailing dates of the Notice of <br /> <br />the Clerk Administrator <br />Hearing. <br /> <br />Berger stated the Notice of Hearing was published in the New Brighton Bulletin <br />on May 17 and 27 and mailed to the affected property owners on May 11, 1989. <br /> <br />Mayor Sather stated the purpose of this evening is to hear comments from the <br />public relating to the improvement and how the improvement is to be funded. He <br />advised this is not an assessment hearing; the option remains open for the City <br />to assess the costs of the improvement and a formal assessment hearing would be <br />required at that time. <br /> <br />Engineer Peters described the project and reviewed the estimated costs for the <br />improvement. He noted the homeowner at 1680 Oak Avenue would not incur costs for <br />the improvement and has agreed to pay all costs for his driveway repair, thereby <br />eliminating that amount from the i~provement costs. <br /> <br />Peters explained that Council had authorized preparation of plans and <br />specifications, approved the plans and specifications and authorized <br />advertisement for bids. Bids were received and the low bidder was Ro-So <br />Contracting at $11,715.00. He stated if the City decides to assessment the <br />property owners for the improvement, all costs associated with the project would <br />be included; engineering, legal and administrative costs, as well as project <br />costs. <br />
