7. The proposed Minor Subdivision would not change the existing nonconforming nature of <br />the requirements for street access for 1580 Oak Avenue. <br />8. The proposed would increase the lot area of 1613 Lake Johanna Blvd. <br />9. The proposed would not create a new lot of record. <br />10. The request proposes to use the properties in a reasonable manner for the R-1 Zoning <br />District. <br />11. The Owner of the platted lot has filed with the zoning administrator a registered land <br />survey of the lot line adjustment. <br />12. The proposed division will not be detrimental to the public welfare or injurious to <br />adjacent tracts in the area in which the subdivision tract is located. <br />Options and Motion Language <br />The report to the Planning Commission noted that the Applicant had withdrawn the initial request <br />for a lot line adjustment between Subject Properties B and C as part of the Minor Subdivision. The <br />Planning Commission's review was for the lot line adjustment affecting Subject Properties A and <br />C. At that time, they recommended approval with conditions of the application for a Minor <br />Subdivision for 1613 Lake Johanna Blvd and 1578 Oak Avenue by a 6-0 vote. The following are <br />motion language options for the City Council to consider: <br />Approval with Conditions: Move to a Opt Resolution 2025-074 approving Planning Case <br />25-010 for a Minor Subdivision at 1613 Lake Johanna Blvd and 1578 Oak Avenue, based <br />on the findings of fact and the submitted plans, as amended by the conditions in the <br />November 24, 2025, report to the City Council: <br />1. The Applicant shall submit to the City a revised survey depicting the legal <br />boundaries as shown on Exhibit A and described in Exhibit B of Resolution 2025- <br />074 for Subject Property A and Subject Property C prior to recording the Minor <br />Subdivision with Ramsey County. <br />2. The applicant shall record the minor subdivision with Ramsey County within sixty <br />(60) days of the City's receipt of the revised survey. <br />3. Monument stakes shall be installed to demarcate the property lines adjusted for <br />Subject Property A. <br />• Approval as Submitted: Move to adopt Resolution 2025-074 approving Planning Case 25- <br />010 as submitted for a Minor Subdivision at 1613 Lake Johanna Blvd, 1580 Oak Avenue, <br />and 1578 Oak Avenue, based on the findings of fact and the submitted plans, as amended <br />by the conditions in the November 24, 2025, report to the City Council. <br />• Denial: Move to deny Planning Case 25-010 for a Minor Subdivision at 1613 Lake Johanna <br />Blvd and 1578 Oak Avenue, based on the following findings: findings to deny should <br />specifically reference the reasons for denial and why those reasons cannot be mitigated. <br />Table: Move to table Planning Case 25-010 for a Minor Subdivision at 1613 Lake Johanna <br />Blvd and 1578 Oak Avenue, based on the following findings: a specific reason and/or <br />information request should be included with a motion to table. <br />Notice <br />Notice was published in the Pioneer Press on November 13, 2025. Notice was prepared by the <br />City and mailed to property owners within 500 feet of the subject property 1578 Oak Avenue.
