c. Character of Neighborhood. The variance, if granted, will not alter the essential character <br />of the neighborhood. <br />The Applicant states that the new house location is the best approach to protect the public <br />right-of-way, ensure traffic safety, and respect the neighborhood design. It is stated that <br />the proposed design is in keeping with a typical single-family home in the area especially <br />to lakeshore properties and will drastically enhance the lakeshore view. <br />3. Economic Consideration. Economic consideration alone does not constitute a practical <br />difficulty. <br />The Applicant states that the variance request is not driven by economic considerations but <br />has more to do with building a lakeshore home for raising a family, which includes space for <br />storage and safe access to the house. <br />4. Access to Sunlight. Inadequate access to direct sunlight for solar energy systems shall be <br />considered a practical difficulty. <br />A solar energy system is not proposed. <br />Additional Review <br />Building Official <br />The Building Official has reviewed the plans and has no additional comments at this time. A <br />Demolition Permit and Building Permit will be required prior to any demolition or construction <br />activity taking place. <br />Public Works Director/City Engineer <br />The Public Works Director/City Engineer has reviewed the plans and has no additional comments <br />at this time. Public Works permits will be required prior to any land disturbance, utility, or right- <br />of-way work. These permit requirements have been included in the drafted conditions of approval. <br />Ramsey County Public Works <br />The Ramsey County Public Works Department has reviewed the plans and has provided comments <br />related to traffic and permitting, noting a request to review a Temporary Traffic Control (TTC) <br />plan once available and that new access and excavation permits will be required. There may be <br />additional permits for water and sanitary services, future connections to the Right -of -Way, and <br />relocations or reconnections of other utilities. The drafted conditions of approval include <br />references for the Applicant to attain the appropriate Ramsey County permits for the proposed <br />construction. <br />Rice Creek Watershed District <br />The Rice Creek Watershed District has reviewed the plans and has commented that the proposed <br />construction will require a RCWD permit for floodplain alteration and erosion and sediment <br />control. RCWD permit requirements are noted in the drafted conditions of approval. <br />Minnesota Department of Natural Resources <br />Page 11 of 14 <br />
