NEW BUSINESS -11C <br />'It <br />-ARkEN HILLS <br />MEMORANDUM <br />DATE: November 24, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Elena Fransen, AICP, Senior Planner <br />SUBJECT: Planning Case #25-012 — No Public Hearing Required <br />Applicant: Archetype Sign Makers, Inc. <br />Property Location: 1103 County Road E West (Goodwill Industries) <br />Request: Sign Standard Adjustment (Site Plan Review) <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motion to approve, table, or deny the following: <br />• Adoption of Resolution 2025-075 for Planning Case 25-012 to allow a Sign Standard <br />Adjustment through the Site Plan Review process for the property located at 1103 County <br />Road E West ("Subject Property"). Archetype Sign Makers, Inc. ("The Applicant") <br />proposes to install an additional 60-square-foot wall sign on the eastern elevation of the <br />Goodwill Thrift Store building. <br />Background <br />1. Overview of Request <br />The Subject Property is located within Sign District 5, where the maximum wall sign copy area <br />allowed is 80 square feet. The property has two wall signs totaling 80 square feet. The Applicant <br />is seeking flexibility through the Site Plan Review process for a sign standard adjustment for size <br />with the proposed additional wall sign, for a total of 140 square feet of wall signage. The proposed <br />60 square foot wall sign could not be permitted without an approved sign standard adjustment. <br />2. Planning Case Background <br />With the 2013 approval of Planning Case 12-019, the City entered into a Planned Unit <br />Development Agreement with TAT Properties LLC to allow the reuse of the existing building on <br />Page 1 of 8 <br />
