CONSENT ITEM - 8D <br />'It <br />EN HILLS <br />MEMORANDUM <br />DATE: November 24, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: 2025-2027 Collective Bargaining Agreement Amendment — IUOE 49, Street and <br />Surface Water Department Lead Memorandum of Understanding <br />Budgeted Amount: Estimated Amount: Funding Source: <br />$3,322 N/A N/A <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• 2025-2027 Collective Bargaining Agreement Amendment with the International <br />Union of Operating Engineers Local 49 for the Street and Surface Water Department <br />Lead Memorandum of Understanding <br />Background <br />On December 16, 2024, the City Council approved the 2025-2027 Collective Bargaining <br />Agreement (CBA) with the International Union of Operating Engineers (IUOE) Local 49. <br />Subsequently on February 10, 2025, the City Council approved an amendment to the CBA to <br />include a Memorandum of Understanding (MOU) for Public Works staffing changes, which <br />included the hiring of two Lead positions within the Department. These department <br />organizational changes were originally presented and discussed with the City Council at the <br />August 19, 2024 work session. <br />As part of the 2026 budget discussions, the City Council has directed staff to move forward with <br />partial implementation of Phase II for hiring of a Street and Surface Water Department Lead <br />position within Public Works. Staff has created an MOU and Job Description for this position <br />that mirrors the other two Lead positions within Public Works. This Lead position is anticipated <br />to start January 1, 2026. The Personnel Committee met and has brought forth a recommendation <br />to proceed with implementation. <br />Page 1 of 2 <br />
