Page 2 of 11 <br /> <br />At the January 25, 2021, City Council meeting, the PUD Amendment for the Building 14 addition <br />was approved with 15 conditions. Conditions of approval included: <br />12. Once the Project is completed and the equipment is operational, Applicant must <br />conduct a noise study at the time of completion and occupancy permit and six months <br />following Project completion and occupancy to ensure the facility does not exceed <br />maximum notice standards. If necessary, Applicant will take steps to correct any <br />deficiencies. <br />13. Applicant will complete yearly noise studies on Building 14 and provide the results <br />and findings to the city and take steps to correct any deficiencies that are identified by the <br />studies. <br /> <br />Building permits for the addition were issued on September 28, 2021, and the temporary certificate <br />of occupancy was issued on December 27, 2022, subject to the city receiving the required noise <br />study once the building was operational. <br /> <br />The first noise study was conducted in 2023. The results submitted to the city found that the noise <br />from the facility exceeded the maximum noise standards, and the Applicant was required to take <br />corrective action. The source of the noise was an existing air compressor and not part of the <br />building addition. The Applicant constructed a mechanical screen wall at the northwest corner of <br />Building 14 in 2024 and two additional noise studies in 2024 verified noise levels from the facility <br />are within the permitted MPCA noise standards. <br /> <br />A certificate of occupancy was issued for Building 14 on September 18, 2025, and the Applicant <br />remains compliant with the conditions of approval for the PUD Amendment. The July 2025 noise <br />study submitted by the Applicant is included as Attachment F and demonstrates compliant noise <br />levels. <br /> <br />2. Overview of Request <br /> <br />Boston Scientific Corporation (BSC) applied for site plan review to construct a noise barrier wall <br />along a portion of the northwest corner of the Arden Hills corporate campus. The stated purpose <br />of the wall is to further reduce the level of noise generated from Building 14 that reaches <br />neighboring residential properties. While study documents submitted by BSC demonstrate the <br />operation meets local noise compliance requirements, the noise barrier wall is intended to further <br />mitigate sound from daily operational noise including loading dock-related noise. <br /> <br />The proposed noise barrier wall is approximately 576 lineal feet with a varied height of 8 feet to <br />21 feet to accommodate existing grade changes. The proposed north leg of the wall runs 200 feet <br />from east to west, and the southwest leg runs 376 feet from north to south. The proposed materials <br />are precast concrete and pretreated wood. <br /> <br />The proposed wall location is offset 17 feet from the nearest property line which is shared with <br />City-owned property where a trail is located. To construct the wall, the Applicant proposes to <br />remove significant trees in the area and make landscaping improvements on both sides of the <br />proposed wall.
