She understood the JDA has come a <br />long way in determining what was wanted in this development and she believed it was time to <br />move on. <br /> <br />Commissioner Weber stated this decision weighed heavy on him because this development was <br />a big deal for the City of Arden Hills. He wanted to see progress and to see this development <br />moving forward. He commented that even if an extension were approved, an agreement could <br />not be reached in 60 days. <br /> <br />Commissioner Monson explained she would not be making a motion to approve the extension <br />and noted she appreciated the support she was receiving from the County Commissioners. <br /> <br />Commissioner Jebens-Singh stated she appreciated the deliberative partnership between the <br />City, the County and the community representative. In addition, she appreciated all of staff’s <br />thoughtful efforts throughout the negotiation process. <br /> <br />The JDA directed staff to inform Alatus that the PDA term would expire on June 30, 2025. <br /> <br />b. Review Road Map <br /> <br />Director Mitchell reviewed the Road Map with the JDA noting the JDA would meet next on <br />Monday, July 7, 2025. <br /> <br />Chair Wicklund recommended the July 7 meeting be a worksession meeting and he asked that <br />staff prepare an agenda that allows the JDA to respond to Item 8A. The JDA was in agreement <br />with this recommendation. <br /> <br />Administrative Director’s Report <br /> <br />Director Mitchell reported staff continues to have conversations with Xcel Energy regarding the <br />thermal energy network pilot. She explained she was in the process of finalizing the details for <br />the Department of Commerce Geothermal Planning grant that the County received. She was <br />hoping one test well could be able to be drilled with the grant funds to explore the geological <br />conditions and begin plans for a Town Center district energy system. <br /> <br />Development Director’s Report <br /> <br />Director Jagoe had no updates for the JDA. <br /> <br />Commissioner Updates <br /> <br />Commissioner McGuire thanked the JDA members and the City of Arden Hills for their strong <br />partnership with the County. <br />
