<br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills Regular COllTIcil Meeting Minutes, I-H-9U <br />Page 2 <br /> <br />PUBLIC COH1'lENTS <br /> <br />None. <br /> <br />1990 CITY <br />APPOINTHENTS <br /> <br />Mayor Sather ree:ommended the following appointments be <br />added to the list submitted by staff and attached as part <br />of the minutes: <br /> <br />ACTING HAYOR - Councilmember Nancy Hansen. <br />COUNCIL LIAISONS: <br />Planning Commission and Board of Appeals - JoAnn Growe <br />Public Safety/Works Committee - Nancy Hansen <br />Parks & Recreation Committee - Thomas Mahowald <br />Finance Committee - Paul Malone <br />Human Rights Commission - JoAnn Growe <br />Newsletter Committee - Thomas Mahowald <br />LJVFD Pension Board - Paul Malone <br />North Suburban Cable Commission Alternate - Paul Malone <br />N.W. Youth Service Bureau - Nancy Hansen <br />City Hall Committee - Thomas Mahowald <br /> <br />Mahowald moved, seconded by Growe, that Council approve <br />the 1990 City Appointments as recommended by Mayor Sather and attached to the <br />minutes of the meeting. Motion carried unanimously. (5-0) <br /> <br />1990 COMMITTEE <br />APPOINTMENTS <br /> <br />Mayor Sather requested Council report any recommendations <br />for appointments or changes on their respective <br />Committees; expressed concern relative to the reduced <br />Public Safety/Works Committee. <br /> <br />membership in the <br /> <br />Councilmember Hansen, Public Safety/Works Liaison, also expressed concern that <br />the group is reduced in size. She stated if a more definite charge was given to <br />this committee interest may increase. <br /> <br />Councilmember Malone recommended Dale Hicks and Carl Rundquist be added as <br />members to the Finance Committee. Malone explained he requested any member <br />interested in serving as Chair of the committee express their interest at the <br />first meeting in 1990; stated the committee would elect a Chairperson at that <br />time. <br /> <br />Councilmember Growe explained she has had discussion with four of the Human <br />Rights Committee members as to dissolving the committee; three of the four <br />contacted agreed to serve a three year term on the committee. She noted the <br />Chair of the committee, as well as the other members, expressed interest in the <br />continued service of this committee. Growe advised the members have suggested <br />possible restructuring of the committee and keeping it active; also suggested the <br />City provide more information to residents of Arden Hills regarding the purpose <br />and activities of the Human Rights Committee. <br /> <br />Councilmember Growe reported she has discussed with Planning Commission Chair <br />Dennis Probst the possibility of returning' the responsibility of hearing Variance <br />applications back to the Planning Commission and restructuring the duties of the <br />Board of Appeals. She suggested the Variances be heard before Planning Commission <br />and then, if denied, the matter would be referred to the Board of Appeals. <br /> <br />Mayor Sather directed the Clerk Administrator to contact Attorney Filla to review <br />this matter and determine if the intent establishing the Board of Appeals was <br />primarily to enable an applicant to petition to another body for for a hearing <br />on their request when their application was denied at the Planning Commission <br />hearing; noted the current Ordinance does not define the Board of Appeals in this <br />manner. <br />
