Attachment A <br />__A"ENILLS <br />MEMORANDUM <br />DATE: October 27, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: EDA Membership Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />For Council Consideration <br />Council should consider providing further direction on Economic Development Authority (EDA) <br />membership guidelines. <br />Background <br />At the December 18th, 2023 work session, the City Council discussed the EDA membership <br />guidelines following a request from a Councilmember to increase the membership to seven. This <br />discussion was tabled and added to the list of future agenda planning topics. Staff is bringing this <br />item forward for further Council discussion. <br />Currently the EDA is made up of the Mayor and City Councilmembers per Resolution 96-08 <br />(Attachment A). Below is the statute relating to EDA Commissioner Appointments. <br />469.095 COMMISSIONERS; APPOINTMENT, TERMS, VACANCIES, PAY, REMOVAL. <br />Subdivision 1. Commissioners. <br />Except as provided in subdivision 2, paragraph (d), an economic development authority shall <br />consist of either three, five, or seven commissioners who shall be appointed after the enabling <br />resolution provided for in section 469.093 becomes effective. The resolution must indicate the <br />number of commissioners constituting the authority. <br />Subd. 2.Appointment, terms; vacancies. <br />(a) Three -member authority: the commissioners constituting a three -member authority, one of <br />whom must be a member of the city council, shall be appointed by the mayor with the approval of <br />the city council. Those initially appointed shall be appointed for terms of two, four, and six years, <br />respectively. Thereafter all commissioners shall be appointed for six year terms. <br />Page 1 of 2 <br />
