CONSENT ITEM - 8B <br />-ADEN HILLS <br />MEMORANDUM <br />DATE: December 8, 2025 <br />Honorable Mayor and City Councilmembers <br />TO: Jessica Jagoe, City Administrator <br />FROM: Joua Yang, Finance Director <br />SUBJECT: 2026 Non -Union Employee Compensation Plan <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motion to approve, table or deny the following: <br />• 2026 non -union employee compensation plan. <br />Background <br />Annually, the City Council evaluates its compensation plan and determines if a cost -of -living <br />adjustment (COLA) is appropriate. The 2026 budget was prepared with a 3.0% increase for non- <br />union employees and a 3.0% increase for I.O.U.E. union members. <br />The seasonal employee compensation plan has been reviewed by staff and adjustments have been <br />made where applicable. These increases have been accounted for in the proposed budget. <br />Attached for Council approval are the compensation plans for January 1, 2026, for non -union <br />employees as well as the proposed 2026 seasonal employee compensation plan. <br />Budget Impact <br />The rates have been reflected in the proposed 2026 budget. <br />Attachments <br />Attachment A: Proposed 2026 Non -Union Employee Compensation Plan <br />Attachment B: Proposed 2026 Seasonal Compensation Plan <br />Page 1 of 1 <br />
