CONSENT ITEM - 8D <br />-fi �EHILLS <br />MEMORANDUM <br />DATE: December 8, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: 2026 Northeast Youth and Family Services Agreement Renewal <br />Budgeted Amount: Actual Amount: Funding Source: <br />$25,203 $24,698.02 General Fund <br />Council Should Consider <br />Motion to approve, table or deny the following: <br />• 2026 Agreement with Northeast Youth and Family Services <br />Background <br />NYFS is a non-profit social service agency whose mission is to meet the unmet developmental <br />needs of at -risk youth and families within their community environment with emphasis on <br />providing services through collaboration and coordination with existing community resources. <br />These services are available to youth and families residing in the northern suburbs of Ramsey and <br />Washington County, including, but not limited to, the municipalities which are signatory to <br />agreements which are identical to this Agreement ("participating municipalities") and students and <br />families from Independent School Districts 621, 622, 623, 624, 282, and 832. <br />In 2023, the City Council re-entered into an agreement with Northeast Youth and Family Services <br />(NYFS) to provide community driven, trauma informed and culturally responsive mental health <br />services to the area. <br />Budget Impact <br />This agreement has been programmed into the 2026 budget. <br />Attachments <br />Attachment A: NYFS Agreement <br />Attachment B — Description of NYFS Programming <br />Page 1 of 1 <br />
