Calendar has sul:mitted any <br /> . payment to the City for delinquent utilities. <br /> '!he Clerk Administrator explained he contacted the resident regarding this matter <br /> and was assured payment would be sul:mitted, however, no payment has been received <br /> to date. <br /> Councilmember Hansen stated the applicant requesti.ng- permission for door-to-door <br /> canvassing is not a nonprofit organization and asked if the City has the <br /> authority to prohibit such activities. <br /> Clerk Administrator Berger stated he discussed this matter with the City Attorney <br /> and was advised the city cannot restrict such activities since the organization <br /> is not selling a product, mereiy requesti.ng- citizen participation by donation. <br /> Malone moved, seconded by Hansen, to adopt the Consent <br /> Calendar as suJ:::mitted anj authorize execution of all necessary documents <br /> =ntained therein: <br /> a. Acknowledge and Approve Letter to Gerald McGuire regarding Water Shut-off. <br /> d. Approve Maintenance Agreement for Group Health Pond. <br /> e. Acknowledge Traffic Problem at Hamline/Snelling and County Road F. <br /> f. Approve List of Delinquent utility anj Diseased Tree Removal Bills; . <br /> . Resolution Nos. 90-38 and 90-39. <br /> g. (4-0) <br /> PUBLIC C>>lMENTS <br /> DRAINAGE PROBLEMS; Leonard Grudnoske, 4445 Highway 10, appeared before <br /> 4445 HIGHWAY 10 Council to discuss the problems he is currently <br /> L. GRUDNOSKE experiencing due to the new home =nstruction adjacent <br /> to his property. <br /> Grudnoske stated that debris has been placed in his yard by the adjacent property <br /> owner during the =nstruction process. He also expressed =ncern that the grade <br /> of the adjacent lot will =eate drainage problems on his property and requested <br /> the adjacent property owner be required to grade at a maximum slope of 3: 1- <br /> Deputy Clerk Iago advised Council that the Build.i.ng Inspector is aware of the <br /> problems at this l=ation and has been in =ntact with the property owner, on <br /> more than one occasion, to advise of corrective action to properly grade the <br /> site. She also noted this matter was reviewed with the fonner engineeri.ng- <br /> =nsultant and former wilding inspector. <br /> . <br />
