The Ordinance <br /> as originally prepared and as adopted includes a statement which <br /> seems to prohibit the City's recycling contractor from bidding on <br /> contracts to collect recyclable materials from multiple family <br /> dwellings or from the manufactured home park. This was not my <br /> intent. I am not sure if it was the intent of the City Council. <br /> I am enclosing a proposed amendment to the Ordinance which <br /> would correct the error by eliminating the last portion of the <br /> second sentence of Section 11-31. Prior to this proposed <br /> amendment, that sentence read as follows: <br /> The owners of multiple family dwellings and the owner of the <br /> manufactured home park may be exempt from such fee upon <br /> furnishing proof, in a manner satisfactory to the City <br /> Administrator, that such owners have contracted for a <br /> collection of recyclable materials by a collector other than <br /> the City designated collector. <br /> If the City's designated collector is also the contractor for <br /> the collection of recyclable materials from multiple family <br /> dwellings and/or from the manufactured home park, we should ensure <br /> that there are sufficient reporting procedures to enable the City <br /> to verify that the tonnage collected from multiple family dwellings <br /> andJor from the manufactured home park are not included in the <br /> tonnage slip submitted to the City for reimbursement pursuant to <br /> the City's contract.
