'It <br />,-ARkEN_HILLS <br />Approved: December 8, 2025 <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION <br />NOVEMBER 10, 2025 <br />5:30 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor Grant called to order the City Council <br />Work Session at 5:30 p.m. <br />Present: Mayor David Grant; Councilmembers Brenda Holden, Tena Monson, <br />Emily Rousseau and Kurt Weber <br />Absent: None <br />Also present: City Administrator Jessica Jagoe, Public Works Director/City Engineer <br />David Swearingen, Finance Director Joua Yang and Assistant to the City <br />Administrator/City Clerk Julie Hanson <br />1. PUBLIC INQUIRIES/INFORMATIONAL <br />None. <br />2. RESPONSE TO PUBLIC INQUIRIES <br />None. <br />3. AGENDA ITEMS <br />A. 2026 Budget Discussion <br />Finance Director Yang said she will provide a presentation on the 2026 budget, then will open it <br />up for Council discussion and questions. Staff has reviewed the CIP and Operating budgets during <br />the July, August and September work sessions. Today we will revisit some of the changes made <br />since those prior discussions. <br />Finance Director Yang said we set the Preliminary Levy Budget on September 29, at <br />$7,132,267. This is $1,104,255 or an 18.32% levy increase over the 2025 Budget. This as a <br />balanced levy increase of $1,089,255, an increase to the PIR levy of $180„ and an offset of <br />$165,000 from excess franchise fees from the Lake Johanna Fire Department (LJFD) new station <br />
