Mr. Hellegers replied it was grand fathered in and it was allowed as a current use. <br /> Commissioner Larson expressed concern about the looks of the outdoor storage at the All <br /> American Engineering site. <br /> Chair Sand asked if it was proper that the non-owner of a piece of property apply for a <br /> sign variance. Mr. Hellegers replied this situation had occurred in the past, and it was <br /> acceptable. <br /> Chair Sand stated he did not have any problems with the lnsty-Print sign, but he had a <br /> concern about grandfathering in the All American Engineering sign. He stated he would <br /> not have this concern if each property submitted its own request, but one property owner <br /> should not apply for both property owners. Mr. Hellegers noted there would be one sign <br /> that would serve both businesses, and the proposed sign would be more attractive than <br /> the existing sign. He indicated the older signs presently on the property would be <br /> removed. He stated if there were issues with the All American Engineering storage, the <br /> City had other ways of dealing with this type of a concern. <br /> Commissioner Larson noted maintenance was lacking in this area and it needed to be <br /> . addressed. Chair Sand requested staff inform Ramsey County about the condition of the <br /> easement. <br /> Commissioner Zimmerman stated he believed that separate applications should have been <br /> submitted. <br /> Mr. Hellegers stated he would look at the zoning for All American Engineering and <br /> check to see what the Ordinance said at that time and if they were not in compliance, he <br /> would turn this over to the Code Compliance Officer. <br /> Chair Sand asked if they could put a condition on this that All American Engineering had <br /> to clean up their property before the sign could be put in. Mr. Hellegers replied they <br /> could do it, but it could present problems. <br /> Commissioner Modesette expressed concern about the height of the sign and asked if it <br /> would block Carroll's Furnitute sign. Mr. Hellegers stated he believed it would not block <br /> the Carroll's Furniture sign, and the owner of Carroll's had indicated he had no problem <br /> with this variance as long as it did not block his sign. <br /> Chair Sand invited anyone for or against the variance to come forward and make <br /> comment. <br /> . Dale Beane, owner ofInsty-Prints, stated his proposed sign would not block the Carroll's <br /> Furnitute sign. He noted All American Engineering was not paying for any of this sign, <br /> but All American Engineering had agreed that he could remove their existing sign and <br /> put up a new sign. He stated he was not getting any compensation from All American <br /> Engineering for this sign. <br />
