"~'-,(... <br />~'-a_tt.-[,;~I'~('."( /(-;.<-~- '- <br /> <br />STATE 01' i-lIitNESOTA <br /> <br />COUNTY OF 'iAl,'cSEY <br /> <br />CITY OF ARDEN HILLS <br /> <br />RESOLUTION NO. 76-25 <br /> <br />RESOLUTION ~IA[{ING RECOHNENDATIONS TO RAMSEY COUNTY <br />FOR THE IMPRCVill,IENT OF LEXINGTON AVENUE FROM <br />COUNTY ROAD "0" NORTHWARD TO COUNTY ROAD "J". <br /> <br />WHEREAS Arden Hills is concerned about future improvement of Lexington <br />Avenue and wiS!les to inform the Board of County Commissioners of its recommendations <br />for that portion of Lexington Avenue which abuts Arden Hills, and <br /> <br />. <br /> <br />WHEREAS the surrounding land uses and hence the traffic concentrations <br />and patterns differ over a number of the individual segments of Lexington Avenue <br />adjacent to Arden Hills and Shoreview, and <br /> <br />WHEREAS Arden Hills recognizes the importance of Lexington Avenue as a <br />link between Shoreview, Roseville and Arden Hills but does not encourage the <br />development of Lexington Avenue into a major North-South traffic thoroughfare, and <br /> <br />WHEREAS Lexington Avenue needs to be upgraded to accomplish its various <br />functions which depend on the maintenance of an efficient flow of traffic to the <br />adjacent communities of Shoreview, Roseville and Arden Hills, and <br /> <br />WHEREAS the future use of Lexington Avenue may show increases in <br />pedestrian, bicycle, transit and other alternate forms of transportation to the <br />car, and <br /> <br />WHEREAS Arden Hills feels that the surrounding land uses should be used <br />to define the design objectives of the upgrading of Lexington Avenue, <br /> <br />THEREFORE BE IT RESOLVED that Arden Hills recommend to the Board of <br />County Commissioners that Lexington Avenue be divided into the following segments <br />and upgraded as described below: <br /> <br />SEGMENT I - COUNTY ROAD "J" TO VICTORIA STREET <br /> <br />To preserve the integrity of the area for the planned <br />residential development, and to protect recreational facil- <br />ities and the environment - <br />Maintain as an improved two lane road with detached bicycle <br />path on the West side. <br /> <br />SEGMENT 2 - VICTORIA STREET TO COUNTY ROAD "E" <br /> <br />To provide safe and efficient traffic flows and movements to <br />this predominantly industrial area, while also recogniziug <br />special requirements for the YMCA, the residential areas and <br />the watershed concerns for drainage - <br />Improve and upgrade to four lanes, providing extended turn lanes <br />as needed for safety, with a detached bicycle lane on the <br />East side. <br /> <br />. <br />. <br /> <br />SEGMENT 3 - COUNTY ROAD "E" TO COUNTY ROAD "D" <br /> <br />To provide service compatible with the residential nature of <br />this segment and allow for future alternative transportation <br />modes, and to provide proper access to commercial developments <br />located from County Road "E" to Harriet - <br />Improve and upgrade to a two lane roadway, thirty-two feet from <br />curb to curb with a bicycle lane attached to the curb on <br />each side. <br /> <br />Passed and approved <br /> <br /> <br />of April, 1976. <br /> <br />~~ <br /> <br />Charlotte llC~h, Clerk Admin~.strator <br /> <br />, Jr., Mayor <br />
