<br /> ARDEN HILLS PLANNING COMMISSION - Dccember 1,2004 4 <br /> Commissioner Larson asked why it was necessary to have this open 24-hour a day, scvcn . <br /> days a week. Mr. Noonan replied it was their experience that people would be dropping <br /> things off24-hours a day, whether it was a controlled facility or not. <br /> Commissioner Larson asked how much traffic volume they expected. Mr. Noonan <br /> replicd they collected 40,000 gallons of oil a year, with the average customer bringing in <br /> 5 gallons, which would be approximately 800 trips a year. <br /> Commissioner Larson asked how the Army National Guard felt about this proposal. He <br /> stated it was important the National Guard approved of this site for security reasons. He <br /> indicated this would put a lot of traffic on a road that was not anticipated to he used for <br /> that. He believed the National Guard should be allowed to comment on this. Mr. <br /> Noonan replied the National Guard was represented at a meeting last week and the traffic <br /> issue had been discussed. He stated the National Guard did not believe this would be an <br /> issue and they did not have any objections to this proposal. <br /> Commissioner Larson requested the National Guard inform the City in writing that they <br /> were in agrecment with this facility and did not have any issues with the increased traffic. <br /> Chair Sand asked what kind of a structure they were proposing at this new facility. He <br /> noted they did not have a drawing or schematic of the facility. He requested the <br /> Commission get a sample of the actual materials to be used for this structure as well as a . <br /> drawing of the actual structure. He indicated he believcd this was an incomplete <br /> application. <br /> Chair Sand closed the public hearing at 7:47 p.m. <br /> Commissioner Ricke stated she would be interested in tabling this item for the additional <br /> information requested by the Commissioners. She stated a facility like this was essential <br /> in the community and that she would rather have residents bringing their waste to a <br /> facility like this, but there were still concerns thc Commissioners had and that was the <br /> reason she would like to see this tabled. Mr. Noonan replied the County would be willing <br /> to provide any infonnation the Commission desired. He stated if there was any specific <br /> information the Commission wanted, they could let them know. He stated it would be a <br /> big help to them if they not spend time on designing the building, if this application <br /> would not be considered by the Commission. He stated they wcre planning on putting in <br /> a steel building with the colors to match thc existing facility. He noted steel buildings <br /> were durable and if needed, panels could be replaced. He stated they would have a least <br /> one overhead door with a security door and the panels would be translucent. He noted <br /> this building would be similar to a garage, but probably smaller. He statcd the building <br /> was almost likc a machine shed and would not be heated or insulated. <br /> Commissioner Modesette asked how the overhead door would work for a 24-hour <br /> facility. Mr. Noonan replied they would need to have some instructions as to what to do, . <br /> but they had not discussed the specifics at this point. <br /> Chair Sand stated he would also like additional infonnation on landscaping and <br /> buffering, including a planting plan. Mr. Noonan replied they had submitted a <br /> supplemental plan that showed where the trees were located. <br />
