Parks, Trails & Recreation Committee – September 16, 2025 Page 6

Committee Member Olson said she has been by Freeway Park and Arden Oaks Park and they
both look great. They just need to add grass.

Parks and Recreation Manager Skalicky updated that the Arden Oaks Park is complete after a
manufacturing error with the original structure delivery.

Discussion ensued about the new equipment and the amenities at the parks.

Committee Member Olson asked if we have taken back Lindy’s Park from the County. Last
time she checked the County still owned it but hadn’t cleaned up the park to the satisfaction of
the City to take it back.

Parks and Recreation Manager Skalicky wasn’t aware that Lindy’s wasn’t our park. She will
look into it and report back.

Committee Members shared the history of why the County has it.

Parks and Recreation Manager Skalicky said there is a space in Arden Hills called Chatham
Trails Open Space. It’s not a park so it’s not on the parks list and it hadn’t been included in the
Park System Plan. She is going to ensure that it will be included, moving forward.

Committee Member Olson said she never noticed it but she would compare it to Crepeau.
There is no sign or anything.

Committee Member Rogers asked if Lindy’s is on the Park Master List and wondered if it will
show the vision for that space in the future.

Parks and Recreation Manager Skalicky confirmed Lindy’s is on the list. She said it will
outline the condition of each park, recommendation on when assets should be replaced and steps
for maintaining it, as it is. Within that, there might be some visioning, but it won’t be a big part
of it.

4. UNFINISHED BUSINESS

Chair Dietz asked if there was any unfinished business to discuss.

Committee Member Hilding said there was previous discussion about buckthorn removal at
Cummings Park. He wondered if there is a path forward for that.

Chair Dietz said it was left unresolved because she had some plants that she wanted to plant there.

Parks and Recreation Manager Skalicky said she received an email from Committee Member
Seemann on her very first day of work asking for permission to plant in Cummings, before she
presented it to the PTRC. She was new in her position and didn’t know how the role of the PTRC
may differ than from the former PTRC she worked with. She asked Recreation Supervisor
Johnson. He said Committee Member Seeman would need to come to the PTRC to get permission
to plant in Cummings. That item was on the May agenda but we didn’t get to discuss that. June
was the parks tour. July was the first PTRC meeting with Parks and Recreation Manager Skalicky
as Staff Liaison. Committee Member Seemann submitted the same agenda item from May. The
