. surrounding area.
The proposed sign is inconsistent with both the Civic Center Zoning District and Sign District 6
which anticipated more destination oriented facilities, mainly an integrated government center,
which would not require as much signage. Even at the revised size of 154 square feet, the
proposed sign is nearly one and one-half times as large as the largest freestanding signage
permitted in the Arden Hills Sign Ordinance (100 square feet), and the areas which would be
permitted for 100 square feet of freestanding signage are retail uses which are much more
, dependant on visibility and customer walk-in traffic than a government use would be.
I
I
Part of the problem with visibility is likely caused by the amount of information on the sign; 10
lines with headings and subheadings. A simplified sign, perhaps which also included the address
numbers, and listed the headings could allow a much smaller sign of about 100 square feet.
Following is an example:
1411-1425
Ramsey County Public Works
Ramsey County Sheriff Patrol Station
Arden Hills Operations & Mainteuance
. Mounds View Schools Maintenance
MN Army National Guard Joint Training Site
MN Army National Guard Field Maintenance
(brick)
(brick sign base) (sign base)
By reducing the amount of information and providing more space in betwcen the lettering the
sign would be more visible for traffic traveling along Highway 96 and Hamline Avenue. While
it is true that some things would need to be left off of the sign, this would really not be much
different than signage for an office building with many tenants; the sign allows people to find the
buildings and site, once they find the site they would then proceed to the building for the
individual tenant. The address numbers at the top of the sign may prove more helpful to identifY
the site than any amount of text. In addition, by keeping the size of the sign to 100 square feet
(for the sign cabinet area, the base and side would make the overall monument larger) Ramsey
County would have additional size to work with, above the 45 square feet permitted, but the sign
would be more consistent with Civic Center Zoning District and the Arden Hills Sign Ordinance.
. \\Earth\Planning\Planning Cascs\2005\05-1O RCPWF Sign Variance (PENDfNG)\04-06-QS PC Report 05-1 O.doc
Page 50f7
