However, with the <br /> limited amount of space between the homes and Lexington Avenue, a turn-around may <br /> interfere with the limited off-street parking areas, In addition, the residents have stated <br /> that there have been several times where one vehicle is exiting and another is attempting <br /> to enter the drive, the shared driveway makes it difficult to access the properties. Traffic <br /> that has to wait on Lexington Avenue to access the property presents a real safety hazard <br /> for the applicants and for others traveling on Lexington Avenue, <br /> 4. Was the hardship created by the owner? <br /> (NO) The hardship appears to be that the City allowed these lots to be subdivided in <br /> 1995 and in the process did not leave the properties with adequate access, Neither of the <br /> property owners was present at the time the properties were subdivided and this situation <br /> was created, Furthermore. the properties do not have on-street parking on Lexington <br /> Avenue and the lack of adequate roadway shoulders makes turning to access the <br /> driveways difficult and potentially dangerous. The applicants are seeking the additional <br /> . driveways as a way to have a safer and better access situation, <br /> 5. Would granting the variance alter the essential character of the neighborhood? <br /> (NO) Outside of the applicants' properties no other property in the Karth Lake North <br /> neighborhood has direct access to Lexington Avenue, Furthermore, the speed and <br /> amount of traffic on Lexington Avenue, decreased access to the applicants' properties <br /> due to the impending center median, lack of a shoulder area for making turns, and the <br /> current shared driveway, can make it very difficult for the applicants to access their <br /> properties. The variances would allow for safer access for the residents of the two <br /> properties, <br /> Plan Review Comments <br /> A. Zoning Permits with plans shall be submitted to the Building Official a minimum of two <br /> (2) weeks before the planned start of construction. <br /> B.
