~ ~~ ~1 I
ARDEN HILLS CITY COUNCIL - DECEMBER 9. 1996 10 .1
College with the condition that the maximum FTE student enrollment be limited to 1,250 and I
directed the City Attorney to draft a Zoning Ordinance Amendment that would allow colleges in
the R-I District under the PUD regulations.
Mr. Ringwald reviewed the stalI report and Planning Commission's recommendation for I
approval, subject to the following conditions:
1. Modification of the student enrollment Full Time Equivalency (FTE) allowed at I
Northwestern College, such that the enrollment shall not exceed 1,425 FTE within the
next five (5) years and 1,600 FTE within the next ten (10) years. I
2. Establishment of a review period of five (5) years to review general activity on campus.
These reviews would look at issues such as enrollment trends, any short or long range I
changes in the site plan or building additions. The first of such reviews would occur five
(5) years from the date of approval ofthis action, unless Northwestern College proposes I
an amendment to the PUD before that date. Amendments to the PUD will still require
Public Hearings whether or not they occur at the same time as the regular five-year
review. I
, Modifications to the Roseville portion of the campus also be submitted to Arden Hills for
.).
the purpose of keeping the case file current and having the opportunity ofresponding to ..
proposals. Similarly, proposals for action by Arden Hills will be submitted to Roseville
for review and comment.
Me Ringwald advised that during the public hearing, several issues were raised which resulted in I
the Master Plan being modified to show the tennis courts in Roseville as being at least 100 feet
from the property line, exterior security lights to the rear of the gymnasium have been readjusted I
to point downward (rather than at the neighboring residential area), and substantial amounts of
refuse have been removed from the sitc. In addition, Northwestern College has rearranged I
various equipment and materials in an orderly fashion and is supportive of exploring ways to
either screen or house these needed materials.
Councilmember Malone stated his recollection that the Planning Commission did not agree to I
increase the FTE to 1,600 in ten years, but to recommend an increase to 1,425 in five years with
a five-year review. Mr. Ringwald stated this is not his recollection of the Planning Commission's I
determination.
Don Erickson, 900 Redwood Lane, New Brighton. President of Northwestern College, stated this I
is a matter of interpretation and he is grateful if the City approves an increase to 1,425 with
review in five years. He stated he would like to see 1,600 ultimately because he believes this is
the maximum number of traditional students on Campus. I
Mayor Probst asked the Northwestern College representatives if they have questions on any ..
condition of approval. Mr. Erickson indicated they have no questions.
I
