<br /> ~ ~~ ~ ~ I <br /> ARDEN HILLS CITY COUNCIL - DECEMBER 9 1996 14 .1 <br /> Councilmember Malone asked if the City has official permission to use the pictures. <br /> I <br /> Councilmember Hicks noted that TIF has not been used much and suggested it be relocated to <br /> the bottom of the business assistance list. Mayor Probst agreed. Councilmember Hicks I <br /> commended the Economic Development Committee for its work on this brochure. <br /> MOTION Malone moved and Hicks seconded a motion to authorize an expenditure not to I <br /> exceed $5,000 to produce economic development marketing brochures including <br /> appropriate graphic design direction. The motion carried unanimously (5-0). <br /> D. Animal Control Contract I <br /> Councilmember Keim expressed concern with the indication that the animal is held for six days I <br /> rather than ten days. Mr. Fritsinger explained that it is staff s lmderstanding that the State Statute <br /> has been changed to ten days. I <br /> Councilmember Keim stated she is also concerned with the indication the animal can be disposed <br /> of or "sold" at their discretion. She explained she has no problem with selling the animal to a I <br /> home but is not comfortable if they can sell to an animal research area. Councilmember Keim <br /> stated she would like the wording changed to prohibit sales to the animal research area. <br /> Mr. Ringwald noted this is a joint agreement with other communities so staff will need to .. <br /> determine if this will result in an impact to other member cities. He explained that since this <br /> contract is negotiated by joint cities, any major departure needs to be agreed by all. I <br /> Councilmember Keim reviewed staffs memorandum which indicated the increase in the contract <br /> cost is due to the State Statute change to ten days. She suggested the contract be changed to I <br /> reflect ten days. <br /> Councilmember Malone stated he understands these concems but since it is a joint contract, it I <br /> would need to be negotiated. <br /> Councilmember Aplikowski suggested this be addressed by staff prior to the next contract I <br /> negotiation. <br /> Mayor Probst stated if the State Statute calls for ten day, the contract should be changed. I <br /> I <br /> MOTION: Aplikowski moved and Malone seconded a motion to table further consideration <br /> to Decemher 16, 1996, and direct staff to obtain information regarding the two I <br /> issues raised by Councilmember Keim and whether the 1997 contract can be <br /> changed.
