This would require the preparation of plans and <br /> specifications to be completed by the first of January in the year of construction. <br /> . Streets requiring easement acquisition have proven to delay or slow the process <br />- substantially. Initiating that process at the time of the feasibility study approval will increase <br />. the probability of a successful project. <br /> . Coordination with private utility companies has been an ongoing obstacle; however, we <br />I have encountered much less conflict this year than seen in years past. We maintain that <br /> the earliest possible notification of the streets proposed in the project, in conjunction with <br /> the presentation of preliminary plans, at a minimum, has a substantial impact on <br />- streamlining the coordination of these issues. <br /> 1998 Process <br />I As we are nearing completion of the 1997 Street Improvement project, staff has indicated their <br /> desire to begin looking to the 1998 proposal. As a result we have prepared this letter in an <br /> effort to present the City Council with some improvements over past years and considerations <br />I for future projects. <br /> By initiating a feasibility study in August, the City could hold the informational meetings in early <br />I November. This would accomplish several items that will continue to improve the City's PMP <br /> process. First, we will have a better opportunity to involve a higher percentage of affected <br /> residents by having these meetings before many leave Minnesota for the winter season. <br />I . Second, we will be notifying these residents even further in advance of the project, which has <br /> historically furthered the effort towards developing a more cooperative relationship between <br /> citizens, staff, and the engineer. Finally, it will allow us to discuss the improvements before <br />I snow cover hides potential problem areas within the limits of the project areas. This in turn should create more competitive bidding, a higher project <br />I priority with the Contractor, and a more expeditious construction process through the summer <br /> of 1998. <br /> .
