MEMORANDUM <br /> DATE: October 8, 1997 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrator~ <br /> SUBJECT: Northwest Youth and Family Services, Joint Powers Agreement <br /> Backeround <br /> The City Council was presented with the Northwest Youth and Family Services (NYFS) Joint Powers <br /> Agreement (JPA) at its September 29,1997 meeting. At this meeting, Kay Andrews, NYFS Director, <br /> made a presentation to the City Council outlining Arden Hills' relationship with NYFS over the past <br /> twenty-one years. <br /> Attorney Filla has reviewed the JP A and made several revisions to the draft agreement presented at the <br /> last meeting. Many of these revisions relate to the general format of the JPA. <br /> Which Cities Particinate in the JI' A? <br /> The Cities of New Brighton, Mounds View, Shoreview, North Oaks, Roseville, Little Canada, Falcon <br /> - Heights and St. Anthony have all historically been members of the JPA. <br /> - What are the Costs to the City? <br /> The new JP A includes language whereby each city would agree to pay $1.20 per capita to NYFS for <br /> services rendered. For 1998, this is estimated to be $11,408. <br /> - The existing JP A stated that each city would pay annually to NYFS a payment based on a formula <br /> comparing participating communities' population. In 1997, Arden Hills' share was $11,075. <br /> - <br /> I How has the City Particinated in the JPA in Reeent Years? <br /> The City has not executed the JPA in recent years, and it has not included its share of the funding in its <br /> General Fund budget. <br /> I Over the past several years, the City has participated by soliciting local charitable gambling institutions <br /> for payment of its share. St. Mary's and Earthstar Project, Inc. have paid the Arden Hills share ofthe <br /> JP A. The decision to participate in the JP A would have an immediate impact on the 1998 Budget as the <br /> I City would need to begin budgeting our share of the costs. However, ifthe City were to continue to be <br /> supported by our charitable gambling institutions, it would not need to incur these costs. <br /> I Reauested Action <br /> The City Council is asked to consider the approval ofthe Joint Powers Agreement with Northwest Youth <br /> & Family Services. <br /> I BFlsls <br /> .. <br /> I <br />
