Regarding the relocation of the ponds and the wetland issucs, he suggcsted applying thc costs to thc assessmcnts related to public improvements, and TIF could pay for the costs of the wetland. The City will bc using TIF to make the project take place, by which thc wctlands could be considered improvement of public I propcrty, which is allowablc under TIF rulcs. The additional costs for thc strcct clcvations are approximately $180,000, which may also bc able to be considered public improvcmcnts. This cost can bc discusscd furthcr during the approval proccss for thc developmcnt agrcemcnt. . Mr. Fritsinger inquircd if Council would approve of putting the additional $85,000 under the I assessment agrcement, and using TIF funds. Mayor Probst requested clarification that the 14'h Strcet projcct costs werc $180,000. Mr. . Fritsing,er stated that was correct. Mayor Probst inquircd if this amount also included the wetland mitigation. Mr. Stonehouse . stated it does not, nor does it includc the acquisition price of the neighboring propertics. Councilmembcr Malone rcquested clarification that $73,675 would be subtracted from the . $323,385 purchase price. Mr. Fritsingcr stated that was corrcct. Councilmembcr Malone rcqucsted clarification that thc City would be setting aside the costs of .. the wetland mitigation and the strcct improvemcnts, and funncling the costs through TIF. Mr. Fritsinger statcd that was corrcct. Councilmember Malone inquircd if the TIF stream was sufficient to cover these costs. Mr. I Fritsinger statcd it appears to bc. Mayor Probst inquired regarding the amount of the outstanding balance on the Kem Milling site. I Mr. Ringwald replied approximatcly $325,000. . Mayor Probst inquircd if the remaining $75,000 will be lcft on the books with no revenue stream. Mr. Fritsinger statcd that was correct. I Mayor Probst inquired if this cost would be paid through a different line item. Councilmember Malone noted that the Kem Milling site would rcceivc bctween $30,000-40,000 ofTIF funds, . and the City would covcr the rcmaining costs in approximatcly two years. Councilmembcr Aplikowski rcquestcd clarification that the purchase pricc will bc reduced to . approximately $249,7J O. Mr. Ringwald stated that was correct. Councilmembcr Malone inquired who will be removing thc foundation. Mr. Fritsinger stated the . bid was from a contractor employed by the developer. Mr. Ringwald added thc City is attempting to reccive a lower bid for this work. .. .
