No owner 8f keeper of any dog shall permit the dog, I <br />whether licensed or unlicensed, to run at large. I <br />410.02 Owner to Clean up after Dog. Any owner of any dog in a public place shall be I <br />responsible for cleaning up any feces of the animal and for disposing of the feces in a sanitary I <br />manner and shall while with the dog in public have in his or her possession a device or equipment I <br />for picking u and removal of the feces. This subsection shall not apply to guide dogs <br />accompanying a blind person, or to a dog used in police or rescue activities. I <br />410.03 Owner to Prevent Nuisances The owner er ell:ltedial'l of any dog shall prevent the dog .. <br />from committing in the City any act which constitutes a nuisance. I <br /> I <br />410.04 Habitual Howling and Barking Dogs Unlawful. No owner shall allow his or her dog I <br />to unreasonably disturb the peace and quiet of any person by frequent and habitual howling, <br />yelping, barking. It shall be prima facie evidence that a dog is unreasonably disturbing the peace I <br />if it has been repeatedly barking, howling, yelping, or making other similar noise for at least five I <br />minutes with less than a one minute lapse during that five minutes and the barking, howling, <br />yelping, or other similar noise is audible off of the premise where the dog is being kept.
