Stat. g <br /> 340A.412, Subd. 2. 1 <br /> I <br /> Subd. 7 Fees. <br /> I <br /> A. Required. Before any license shall be issued under the provisions of this I <br /> Section, the applicant therefor shall pay the license fee(s) and the investigation fee I <br />~- required by the Council as established by resolution from time to time adopted. <br /> I <br /> B. Determination. The Council has determined that the licensing of "on sale" .. <br /> liquor establishments within the City imposes substantial additional responsibilities <br /> and burdens, both immediate and potential, on the City with respect to conducting 1 <br /> background and financial investigations of the applicant, policing and supervising I <br /> of the establishments and the traffic that comes into the City for the purpose of <br /> patronizing the establishments. The Council has further considered that the I <br /> operation of the establishments may well become a nuisance, and the license fees I <br /> therefor should be set with this factor in mind, as well as the factors of I <br /> administrative expense and items of City expense such as police investigation, <br /> supervision, fire protection, road maintenance and the like. The Council has further I <br /> determined that there is a defmite relationship between the burdens, responsibilities I <br /> and risks of the City with respect to the on sale liquor establishments and the area .. <br /> 5 - 12 <br /> 1 <br />
