<br />I <br />I CITY OF ARDEN HILLS <br />" MEMORANDUM <br /> DATE: January 10, 1997 <br />I TO: Mayor and City Council <br />I FROM: Brian Fritsinger, City Administrato@ <br /> SUBJECT: National Sports Center Ice Arena Master Agreement <br />1 Request <br />I The City Council is being asked by the Minnesota Amateur Sports Commission (MASC) to <br /> consider approval of the National Sports Center Ice Arena Master Agreement. MASC has <br /> requested that action bc taken on this item prior to January 28, 1997. The Council should also <br />I consider approval of the Supplemental Agreement with the Hockey Associations and Ramsey <br /> County. <br />I Background <br /> On September 30, 1996, the City Council adopted Resolution #96-47, approving participation in <br /> financing, construction and operation of a four-sheet ice facility. The agreement to participate in <br />.. the project was subject to the following conditions: <br /> 1. Approval of the Master Agreement between MASC and all of the participating <br />I communities. <br /> 2. Approval of a Supplemental Agreement, including a $500,000 escrow, between <br />1 the Cities of Arden Hills, Mounds View, New Brighton, and Shoreview and the <br /> Mounds View and lrondale Youth Hockey Associations. <br />I 3. Approval of a Supplemental Agreement between the Cities of Arden Hills, <br /> Mounds View, New Brighton, Shoreview and Ramsey County which includes the <br />I County's $500,000 capital contribution toward the project. <br /> 4. Review of the final agreements by the City's Accountant and Financial Advisor to <br />I determine future impact on the City's Bond rating. <br /> 5. Participation in the project by the Cities of Mounds View, New Brighton and <br />1 Shoreview. <br /> 6. Financial commitment from communities for all four sheets of ice at the National <br />1 Sports Ccnter. <br />t' <br />I <br />
