MEMORANDUM <br /> To: Mr. Brian Fritsinger <br /> - Mr. Dwayne Stafford <br /> Ms. Cindy Walsh <br /> - From: Greg Stonehouse <br /> Subject: Resolution 97-06 (1997 Street Improvements) <br /> Date: January 23, 1997 <br /> - <br /> - This memorandum is forwarded in conjunction with the referenced Resolution 97-06 in an effort <br /> , to update City Staff and Council relative to the status of the 1997 Street Improvements project. <br /> As the plans and specifications have been completed by MSA Consulting Engineers and <br /> ~ reviewed by City Staff on Tuesday, January 21, 1997; it is recommended that the City Council <br /> - adopt Resolution 97-06, approving the plans and specifications and authorizing the <br /> - advertisement for bids. The following amplifying information is provided for Staff/Council <br /> review and consideration. <br /> I Project Status <br /> I . The plans were completed by MSA Consulting Engineers following the on-site visits on each <br /> respective street within the scope of the project. The following comments were obtained and <br /> I addressed accordingly in the preparation of the plans. <br /> Colleen Avenue/Colleen Circle/James Avenue <br /> I The on-site meeting was held on January 7, 1997 and one resident presented a concern regarding <br /> driveway drainage to Mr. Stafford and Tom Trowbridge, the MSA representative on site. That <br /> I issue was evaluated and will be remedied with the reconstruction of Colleen Circle. <br /> N. Hamline Avenue <br /> I Four residents were present at the January 8,1997 meeting. One resident indicated that she has <br /> spoken with all but one resident and the consensus was that no improvements were necessary. <br /> I The residents also voiced concerns related to the following issues: I) Traffic safety at the <br /> intersection of Hamline and County Road E is a concern. Based upon conversations on-site, it <br /> I appears that concerns are partially related to convenience as much as safety. Unfortunately, <br /> conversations with Mr. Dan Soler, Ramsey County Traffic Engineer, have indicated that the <br /> County and State have made efforts to remedy this situation. However, given the geometries and <br /> I the location of the bridge and intersections, the corrective actions available are severely limited. <br /> 2) Drainage off of County Road E, onto Hamline was a concern and has been addressed in the <br /> final plans. 3) The turn around construction at the north end of Hamline is a concern. We have <br /> I . prepared two alternates which will both allow a 38 foot wheel base to turn around within the <br /> I <br />
